Bill Dwyer to Retire
Bill Dwyer has served the BSA for almost 40 years, and currently serves Cradle of Liberty as our CEO. Bill is admired throughout the region for his long list of accomplishments throughout his time in Scouting profession. His time in Philadelphia was a certainly a challenge. However, through all the adversity Bill quietly navigated Cradle of Liberty to a place where Scouting can enjoy a strong council budget, dedicated staff, unified volunteers, strong positive public image around the Scout Law, and membership growth and retention increases. In addition to these accomplishments he’ll forever be known as the guy with the strong handshake, pressed uniform, and powerful speaking voice. Council History

Cradle of Liberty Council was created on January 1, 1996 through the consolidation of the former Philadelphia and Valley Forge Councils. It serves more than 69,000 youth in over 1,000 units, making it one of the largest councils in the nation.  Governed by a board of directors comprised of leading citizens and staffed by a professional Scouter team, the council is charged with both promoting and carrying out all types of Scouting programs in the three county area.

Administration of the council is accomplished from two resource centers, one in Philadelphia and the other in Valley Forge adjacent to the historic Valley Forge National Historic Park, where Scout encampments have been held annually since 1911.

The council operates three scout reservations which are:

  • Treasure Island Scout Reservation located north of New Hope, PA.
  • Musser Scout Reservation located near Green Lane, Montgomery County, PA. Musser encompasses Camp Garrison, Camp Hart and Camp Delmont.
  • Resica Falls Scout Reservation located in Monroe County, PA.

In addition to the traditional Scouting disciplines, the council is also presenting Learning for Life programs to over 50,000 school youth in grades K-12. These programs are classroom based and feature age appropriate and grade specific lesson plans to enhance and support the core curricula of each school.

They encourage positive behavior, assist in building self-esteem and reward positive work ethics. The teachers in over 135 schools throughout the three county area enthusiastically support the programs which are particularly effective in Chester, Norristown, and Philadelphia where large numbers of  youth are enrolled.
